Flagger Force, an industry leader in traffic control, is currently hiring an Asset & Property Manager to work out of our Hummelstown, PA location.  

The Operations Asset & Property Manager is a strategic leadership role responsible for overseeing and optimizing facilities and property management, warehouse and equipment inventory, capital fleet assets, staff performance, and operational workflows across all warehouse and fleet support functions. This role ensures operational efficiency, regulatory compliance, and asset longevity in support of the company’s mission to deliver high-quality service.

Facilities & Property Management

• Oversee maintenance, safety, and functionality of company-owned and leased facilities and yards.
• Develop and enforce facility usage policies and procedures.
• Property location sourcing and contracts (laydown yards, parking, temporary/permanent facilities).
• Lead operational planning for space utilization, expansions, relocations, and renovations.
• Coordinate building repairs, improvements, and vendor services.
• Collaborate with internal stakeholders and external contractors to deliver quality project execution.
• Ensure regular inspections and audits to maintain safety, cleanliness, and functionality; that all building systems (HVAC, electrical, plumbing, security, etc.) function effectively and efficiently.
• Manage vendor relationships for janitorial, security, landscaping, and other facility services.
• Maintain detailed records of facility operations, repairs, incidents, and regulatory inspections.
• Support sustainability initiatives and recommend energy-saving solutions and improvements.

Warehouse & Equipment Inventory

• Supervise inventory control systems for equipment, signage, PPE, and consumables.
• Lead Supervisors and local teams in maintaining equipment levels and warehouse efficiency to ensure equipment is inspected, maintained, and staged according to project schedules.
• Due-diligence, identification and Implementation of inventory management system.
• Implement best practices for inventory turnover, storage efficiency, and loss prevention.
• Lead warehouse projects to maximize productivity, accuracy, and cost-efficiency.

Fleet & Capital Asset Management

• Manage lifecycle of capital fleet assets including trucks, trailers, and specialized equipment.
• Collaborate with fleet vendors and maintenance teams to plan preventive maintenance and ensure compliance.
• Recommend procurement, replacement, and disposition strategies aligned with operational needs and budget targets.
• Develop preventive maintenance (PM) programs and incident response documentation to support fleet and field operations with facility upkeep and equipment allocation.

Staff Oversight & Leadership

• Direct daily activities of warehouse, fleet, and facility support staff, including training, scheduling, and performance management.
• Promote a culture of safety, accountability, and teamwork.
• Work cross-functionally with field leadership, dispatch, and project managers to align support functions with operational requirements.

Operational Process & Compliance

• Analyze and streamline operational processes to increase efficiency, reduce costs, and minimize downtime.
• Ensure compliance with federal and local/state regulations related to operations and fleet usage.
• Develop KPIs and dashboards for asset utilization, downtime tracking, and inventory metrics.

• Bachelor’s degree in Operations Management, Business Administration, or related field (or equivalent experience).
• 5+ years in operations, facilities, or asset management, preferably within construction or traffic control industries.
• Demonstrated leadership experience with supervisory responsibility.
• Strong knowledge of suppl-chain and/ or fleet management systems, inventory software, and safety compliance practices.
• Excellent problem-solving, organizational, and communication skills.
• Ability to thrive in a fast-paced, field-service environment with fluctuating priorities.

Preferred:

• Experience with traffic control logistics and MUTCD guidelines.
• Familiarity with asset management software (e.g., Fleetio, Element/Xcelerate, or similar)
• Familiarity with WMS and inventory management systems.
• Proficient with facilities management software and Microsoft Office Suite.
• Experience managing vendor contracts, budgets, and maintenance schedules.
• Bachelor's degree in Facilities Management, Business Administration, Engineering, or related field.
• Certification in Facilities Management (e.g., FMP, CFM) or equivalent.
• Experience with project management and capital improvement initiatives.
